New Bill Targets “Crash For Cash” Schemes

In July 2026, a Florida senator introduced a bill known as the Staged Accident Fraud Prevention Act (SAFPA) as a companion to a previous bill introduced in the House last year. The act attempts to regulate the so-called “crash for cash” schemes that have begun to appear in recent years, in which road accidents with large trucks are deliberately caused in order to run up bills. The bill has widespread support from insurers, trucking companies, and average people, for many different reasons.

Staged Accident Rings Operating

A standard ‘crash for cash’ scheme deploys drivers in small cars to deliberately cause accidents with large trucks and other commercial vehicles, in order for them to file “inflated or fraudulent” claims for injuries and expenses. This ties up court dockets and insurers adjudicating false claims, to say nothing of costing the state and its taxpayers significant amounts of money in the long run. This is more true in Florida than in many other states, with thousands of trucking jobs calling the state home.

It may sound very strange to believe that criminal ‘enterprises’ engaged in this behavior exist, but more than one accident fraud scheme has already been discovered and disrupted by federal law enforcement. For example, the former head of such a scheme was murdered in Louisiana in 2020 to prevent him providing information to the Federal Bureau of Investigation (FBI), though the ring was eventually broken anyway. The stakes in these endeavors are very high, with enough money involved where violence has occurred.

If passed, the SAFPA would allow federal prosecutors to go after alleged scammers directly, even if they traverse state lines.
